Transportation
Some rental items are simply too large or heavy to haul in the trunk of a car or in the back of a small SUV.  Items such as lawn and garden machines are also too tall for some SUVs.  Vehicles should have 48" or more of vertical clearance to load many of those items.  Handles are not to be disassembled on any unit to prevent damage to cables or linkage.

We have tried to note when a truck or full-size van is the best way to haul an item, but to make transporting items as easy as possible we offer trailers at a discounted rate as an add-on item when renting a piece of equipment.  Small trailers for items such as an aerator or tiller are $10 per day.  Large trailers for items such as a skid steer loader or excavator are $24 per day.

Rental Policies
Bill's Service Center does not charge tax on our rental equipment or trailers.

We close at 5 p.m. during the week and 1 p.m. on Saturdays.  Please try to pick up or return all rental items at least 15 minutes before close to allow for loading/unloading and check out/in procedures.

All rental items are for local use only.  Local use is defined as St. Charles County, Lincoln County, Warren County and St. Louis County.  No exceptions.

If you need a two dolly, moving truck, or trailer for out-of-town use, Bill's Service Center is also a dealer for U-Haul.  For questions about U-Haul's policies and fees, please speak with our rental staff or contact U-Haul.
The customer whose name appears on the rental contract must be present when an item is checked out, and have a current, valid form of identification with a photograph and matching address.  Acceptable identification would be a valid Missouri driver's license, Missouri I.D. card, or military I.D. card.

If a credit or debit card is used for the deposit or payment, the cardholder must be present during both the check out and check in process.
All rental items have an additional security deposit.  The rental fee and security deposit will be handled at checkout in the following ways depending upon the payment type:

  • Credit cards will be authorized — not charged — for the anticipated rental fee plus the security deposit.  This may appear as a pending transaction when checking your account online.
  • Debit cards will be authorized — not charged — for the anticipated rental fee plus the security deposit.  Please be aware that the debit card holder's bank will place a hold on this amount.  Bill's Service Center has no way to cancel or refund this transaction.  This may appear as a pending transaction when checking your account online.  The card holder's bank will typically release the deposit after a few days, but it may take upwards of ten (10) business days.  For this reason, we advise not using a debit card for deposits for large rentals or if the account is low on funds.
  • Cash will be collected for the anticipated rental fee plus the security deposit.

The credit card or debit card used for a deposit must be in the name of the person whose name is on the rental contract.
We accept credit cards (American Express, Discover, Mastercard and Visa), debit cards, and cash for the payment of rental fees.  The credit card or debit card used for a payment must be in the name of the person whose name is on the rental contract.
Customers are welcome to call or stop by to reserve tools and equipment at any time.  During peak season of some items, namely aerators in the fall, we may have a waiting list.

We reserve the right to cancel any equipment or tool reservation without notice after excessive rain or other severe weather if we believe that our equipment may not perform correctly, or may be damaged by attempting to use in less than ideal conditions.

All rental fees for the reservation of party items — canopies, tables and chairs — are non-refundable.  Half of the rental fees are due at the time of the reservation.  At least two weeks prior to the event, the balance of the rental fees, security deposit ($150 maximum), and any applicable extra charges (e.g., delivery, set up) are due.  Should the reservation be canceled, only the security deposit, delivery and set up fees are refundable.
A rental period begins at the time of checkout and ends afters equipment has been unloaded and checked over.  A grace period for loading, unloading and check-in is included.

Equipment must be picked up and returned only during hours posted in store.  Equipment is not to be dropped off in our lot before we open or after we close.  Customers that do so accept all liability for any damage or loss that occurs from doing so.

Hourly rates are only available within the same business day and cannot be carried over to the next day.  Day rates are for a 24-hour period Monday through Friday.  Check with rental staff for overnight and weekend pricing.

Large equipment that has an hourmeter is rented by the normal rate — time out, time in — with a limit on the actual running time.  The single day rental (24 hours) of large equipment includes a maximum of eight (8) hours of run time.  Check with staff for hour limits if the equipment is to be rented by the week or longer.  Any overage of hours specified for the rental period will be charged at the rate of 1/6 of the day price.
All equipment with a four-cycle (gas and oil separate) or diesel engine will be sent out full and should be returned full.  Customers are responsible for the cost of gas or diesel, and have the option of refilling the equipment prior to its return or having us refill the unit when it is returned.  Ask staff for current fuel prices.

All equipment with a two-cycle (mixed gas and oil) engine is sent out with a gallon of mixed fuel.  We ask that customers please only use our mix to ensure the correct ratio is used.  Customers will be billed for the amount of mixed fuel used during the rental, and will be charged the current retail price of any gas can not returned.
A $25 cleaning charge will be imposed if equipment or trailers are returned with excessive dirt.
